We have been waiting for a long time for news about when the bill would be submitted for consultation, and now it has arrived.
On Thursday, 26 February 2026, the Ministry of Employment submitted a bill on the implementation of the EU Pay Transparency Directive for external consultation.
With this bill, the Government seeks to implement the EU Directive on pay transparency and to strengthen the principle of equal pay for men and women for the same work or work of equal value (Council Directive (EU) 2023/970 of 10 May 2023).
Please note that this is a consultation phase and that changes may therefore occur. The bill should not be regarded as the final version.
The consultation deadline has been set for 27 March 2026.
The bill primarily regulates new transparency requirements in recruitment, employees’ right to pay information broken down by gender for comparable roles, increased focus on objective pay criteria, as well as strengthened enforcement and documentation requirements.
The consultation draft provides for implementation with effect from 1 January 2027. This is later than the Directive’s deadline of 7 June 2026. The Ministry of Employment states that the reason for this is a desire to give companies sufficient time to adapt to the new rules.
